Happy Friday. I scan more than a hundred Chinese-language sources every morning, the WeChat accounts and Bilibili channels and market wires that English coverage of China's AI industry mostly skips, and I write up the signal I find. Let's go.
The Doorman
Next Thursday in Shanghai, at the World Artificial Intelligence Conference, a Chinese company will unveil what it is calling the world's first AI-agent phone. The head of ZTE's terminal business, Ni Fei, confirmed it on Weibo this week. It is a mass-production flagship, built by ZTE's Nubia brand around ByteDance's Doubao assistant, and the pitch is the one every phone maker is now reaching for. You stop tapping through apps. You tell the phone what you want, and the phone goes and does it, across whatever apps the job requires. Book the train, order the thing, chase the refund, all of it handled by an agent that lives in the operating system and can drive the software for you.
Here is the part the launch video will not mention. That phone already exists in a first version, it has been in users' hands since last December, and the apps that actually run daily life in China will not let the agent touch them. WeChat logs in fine but keeps its AI-operation door shut. Most of Alibaba's and Ant's apps, Taobao, Xianyu, Hema, the Amap maps app, all still block the agent from operating them. DingTalk, Alibaba's work app, is stricter still. It is one of the few major apps a first-gen owner could not even log into without calling the company to complain and demanding to be un-blocked.
This is not a hardware problem, and it is not an AI problem. The team that tests these phones every day says the assistant got genuinely good over 216 days and ten-plus system updates. It remembers your home address so "take me home" just works, it pulls your saved spots from the apps that do let it in, it opens apps and changes settings and runs multi-step tasks with a success rate that finally feels usable. The intelligence is there. What is missing is permission. The agent is a very capable employee standing outside a building where half the offices have changed the locks.
The reason is not caution, it is territory. An agent that can jump across apps to finish a task is, from the platform's point of view, a new front door to the internet, and whoever owns that door owns the traffic and the data and the money that flows through it. That is the entire business of a super-app. So the super-apps are refusing to hand ByteDance the key. Tencent's founder Pony Ma said it plainly at a company meeting, that sending a user's phone screen up to the cloud, which is roughly how these agents see the screen, is extremely unsafe and irresponsible. Translated out of the safety language, WeChat is not going to let a ByteDance agent read and drive WeChat, because WeChat is building its own agent, and it would like to be the door.
So the most interesting thing about next week's launch is not the phone. It is the standoff the phone walks into. The permission is not blanket, it is being negotiated app by app, function by function. Tencent's stock-trading app already lets the Doubao agent pull market data but not place a trade. That is the shape of the fight, drawn down to the level of individual buttons, and it is the real reason the agent phone has been a technology preview for eight months instead of a product. The hard part was never teaching the machine to act. It was getting the rest of the internet to open the door.
The Briefing
A second Chinese company is racing the same phone to the same stage. StepFun, the Shanghai large-model startup founded by former Microsoft executive Jiang Daxin, said it will use WAIC to launch its own AI-terminal brand, an agent system, and its own "world's first" agent phone, according to 智东西. StepFun raised about 2.5 billion dollars in May and has been open-sourcing multimodal models at a fast clip. Two companies claiming the same first at the same conference tells you the agent phone is now a category everyone wants to plant a flag in, months before anyone has solved the thing that actually blocks it.
The reason ByteDance needs the phone at all is that Doubao is trapped as an app. Doubao is one of China's most-used AI assistants, past ten million daily actives, but an app can only answer questions. It cannot cross the permission wall between itself and other apps to actually finish a task for you. Putting the model into the operating system is ByteDance's way around its own hardware history, which is a graveyard of write-downs, the Smartisan phone it bought, the education lamp, the Pico headset. This time it is not building the phone. ZTE is. ByteDance just wants to be the agent inside it, which is the layer that matters.
While the phone makers fight over permission, China's robot makers are giving their software away. Ant Group's LingBot team open-sourced LingBot-VLA 2.0, a single control model the team says runs across 20 different robot body types from 17 manufacturers, trained on 60,000 hours of data and shipped with open weights. The strategy is the exact opposite of the phone standoff. Where the super-apps are closing doors to keep an agent out, the robot-model labs are throwing theirs open, betting that a free brain everyone builds on becomes the default layer, the same land-grab that made the open GLM and Qwen models the base of Chinese AI.
A little-known robotics startup showed why that giveaway can move fast now. At a Beijing launch this week, a company called Forcemech ran a demo where its robot peeled a cucumber and folded cardboard boxes live, and the number underneath was the story. Its new DM0.5 model can be fine-tuned to a new task on a single consumer 4090 graphics card in about 18 hours, a job that two years ago meant a cluster of A100s and a dedicated team. When teaching a robot a new skill drops to one gaming GPU overnight, the number of people who can do it goes up by an order of magnitude, and so does the data that flows back.
All of this is aimed at one week in Shanghai. WAIC 2026 runs July 17 to 20, co-hosted by China's foreign ministry, the top economic planner, and the industry ministry, and this year the theme is agents and embodied AI walking off the stage into the physical world. It is where the two agent phones, at least three humanoid launches, and a domestic-compute alliance of nearly twenty Chinese chip and infrastructure firms are all timed to appear. The conference has become the annual moment China stages the version of AI it wants the world to see.
Signals
China's domestic-compute camp is formally banding together. SenseTime is convening a forum at WAIC where it will announce a domestic-AI-infrastructure alliance with the country's homegrown chip makers, Cambricon, MetaX, Hygon, Moore Threads, and Biren among them, plus the model labs that now run on them, per 新智元. The framing number is Gartner's forecast that domestic chips go from 20 percent of China's AI infrastructure today to 80 percent by 2030. DeepSeek and Zhipu adapting their models to run fully on Chinese silicon this spring was the starting gun.
The US model race answered on the same days. OpenAI is rolling out GPT-5.6 this week and Elon Musk's xAI shipped Grok 4.5, a roughly 1.5-trillion-parameter model that its makers say matches Anthropic's best on some coding benchmarks at a quarter of the token cost. The frontier labs are still setting the pace on raw capability. The Chinese bet playing out at WAIC is a different one, that the value is moving from the model to the place the model gets to act, the phone, the robot, the agent that finishes the task.
A talent signal, quietly. A former OpenAI researcher, Tian Yonglong, has joined Tencent's large-model division to work on vision-language models, reuniting with Tencent's chief AI scientist Yao Shunyu, a former OpenAI colleague. The flow of senior researchers from US frontier labs back into Chinese ones is not a headline event on any single day, but it is a current worth watching over months.
The Bigger Picture
Step back from the phone and the pattern underneath is a fight about where the internet's front door goes next. For fifteen years in China the door was the super-app. You opened WeChat or Alipay or Taobao and lived inside it, and the company that owned the app owned the traffic. The promise of the agent is that the door moves down a level, into the operating system, and you stop opening apps at all. You just ask, and something acts on your behalf. Whoever owns that agent inherits the position the super-apps spent a decade building.
That is why the interesting resistance to Chinese AI right now is not coming from Washington. It is coming from Hangzhou and Shenzhen. The export controls are about chips, and the labs are busy routing around those. This is a different wall, an internal one, and it is being built by the exact companies you would expect to embrace AI the fastest. WeChat and Alipay and Taobao will happily put an AI assistant inside their own apps. What they will not do is let someone else's agent reach in and operate them, because that is the whole game. The most advanced agent in the world is worth very little if every app it needs has locked its door.
So the honest read on next week is that the hardware is ready, the model is ready, and the thing standing in the way is a negotiation no demo can finish. The agent phone will look finished on stage. Whether it is a product or a preview depends on a hundred quiet decisions inside companies that have every reason to say no. If the doors open, this is the moment the phone stopped being a grid of apps and became something you talk to. If they stay shut, it is a very smart assistant standing in a hallway, holding a list of things it is not allowed to do. From the launch video, you will not be able to tell which one you are watching.
